Troops under Carranza fail to cooperate as motor roads are damaged and lines broken. The pursuit of Pancho Villa appears hindered by disrupted communications and logistics, slowing operations.
Mexican bandits raided the ranch of C. E. Kelly former Mayor of El Paso thirty two miles east of the city driving off cattle and beating the caretaker badly.
Report from Casas Grandes Chihuahua via Columbus New Mexico on March 27 describes Villa fleeing southwest toward the Sierra foothills. Army units press the pursuit with the aim of trapping the bandit as readers learn of rapid flight and coordinated actions. General Funston states Villa did not break lines but slipped by Carrancistas amid suspected Carranza cooperation with Villa.

The Suffolk county branch executive committee met at Copley Plaza to plan a biennial national convention for 20 000 attendees in Boston July 18 to 2. Delegates from every state plus Alaska Canada Mexico Hawaii Puerto Rico the Philippines and Cuba are expected. Mayor Curley invited the event brought to Boston two years ago in Norfolk Virginia. Officers named are Francis J. Horgan president William F. Flemming secretary and Frederick J. McLaughlin treasurer. Next meeting set for Copley Plaza Monday night.
Lexington, a town of 1800 people twelve miles west of Columbia, was reported tonight to be almost destroyed by fire. Wire communication with the town has failed.
The report states that relations with Germany may be broken if proof emerges that either Sussex or Englishman was sunk without warning. Congress will be asked to act with all haste, presenting the facts to the nation.

Oyster Bay March 27 Colonel Roosevelt refused to engage in the fight for Massachusetts delegates. Charles Sumner Bird, former head of the Progressive party in the Bay State, met at Sagamore Hill to urge Roosevelt to back the so called big four slate opposing the regular Republican ticket. After a 90 minute conference Roosevelt remained firm in his stand.
The note states that on returning home the writer received a letter from Mr Bird asking for a silence about the Massachusetts situation until meeting. The writer telegraphed to Mr Bird to come on today.
Boston locals of the System Federation rejected the New York New Haven Hartford railway company’s proposal last night signaling a craftswide strike risk. About 4000 workers would be affected if a walkout occurs as nine Boston unions met in session and await a New York conference result.
London dispatch reports the British launched a major offensive at St Eloi against the German salient. They captured first and second line trenches over 600 yards after mine explosions opened the breach. German losses were heavy and they were pushed back about a mile to their third line.
The British claim major wins beyond St. Eloi including a crater victory at La Boisselle and successful fighting near the Hohenzollern trench. They report two officers and 168 Northumberland Fusiliers and Royal Fusiliers taken prisoner. Verdun endures bombardment with no infantry action, while French forces repelled a German attack near Maucourt with dugouts protecting them and counterfire breaking up assaults.
Washington reports authoritatively that Germany would disavow any submarine attack if proven and offer reparations. Count von Bernstorff helped push Tirpitz from power after urging submarine warfare limits. President Wilson will seek congressional action if proof shows torpedoing of Sussex or Englishman without warning. No disavowal by Germany likely.
