Scituate March 26 The coast guard bill uniting life saving and revenue cutter services moves through Congress and Thatcher says it mirrors 19 year old revenue cutter provisions. It retires all life saving men and places them under navy direction in war. Many receive only $65 monthly and work 10 months yearly with scarce health relief.
