Hartworp Conn March 18 A freight engine derailed on the New England road near Hawleyville around 4 this morning delaying traffic for several hours. There was no damage of any consequence.

Windthorst clerical matters and church school state reforms loom. Paris notes French gov faces reform, Senate and Chamber show support, but political tensions persist.
In Paris on March 18 the government read its fuller program to defend republican institutions and unite all Republican forces. It pledges to aid working people, study tariffs post 1892, protect agriculture and labor, ensure unfettered Parliament, and propose laws to improve laborers’ condition and provide for old age, aiming for a broad, peaceful republic.
London dispatch reports cotton mills at Acrington Blackburn Bury and Bolton idle due to coal shortages from the miners strike. Railways urge fuel economy and fires in waiting rooms are stopped. Miners seek 5 percent wage rises now and another 5 percent in July while many owners concede terms. Liverpool dock workers strike appears to be collapsing with arbitration eyed. Other items note coal and labor movements across Sheffield Crete and Crete ad hoc notices involving Crete election rules and slave freedom efforts in Africa.
Berlin on March 18 reports Prince Bismarck and Count Herbert Bismarck hosted labor conference delegates. The Emperor received the group at 5 pm and presided at a banquet in the castle picture gallery. Jules Simon sat near the Emperor. Count Von Moltke and ministers Maybach and Boetticher attended. The Emperor praised the prospects for a successful conference end.
Mozambique dispatches report the British flag raised on the steamer Shire at Chiloma. The Journal Correiro Damancha notes it may lie south or north of the Shire and Rue confluence, affecting views on British action and Portuguese policy amid secret cabinet decisions. Opposition papers urge caution over patriotism stifling moves.
Vienna March 18 The Reichsrath urged the government to study many petitions for broadened commerce with Germany and to keep frontier trade prohibitions with Russia when treaties lapse in 1592.
In Loxton March 18 the House of Commons defeated the government 110 to 97 on a Liberal motion demanding reform of public rights of way in Scotland and delegation to county councils. Chamberlain and several Unionists supported the measure. The government has summoned Balfour and Lord Randolph Churchill to London, while party leaders spar over the council's stance and the Parnell Commission naming.
Desuin, March 18. A convention of the Home Rulers of the west division of County Cavan was held today to nominate a candidate for the seat in the House of Commons.
Ottawa March 19 Senator McInnes introduced a bill to make Gaelic an official language of Canada arguing it would aid many, noting Highland Scots controlled fourteen counties and influenced sixteen more. Senator Abbott called it a far fetched joke. Several Gaelic letters were read in support. The vote failed with only seven Senators backing it.
Mrs Flack testified in the New York divorce case that she signed separation papers at her son Will’s urging. She said she did not authorize the action and had not spoken to her husband about filing for divorce for nearly two years, denying any drink problem. The son pressed the papers and claimed to represent a separation and a deed, while she relied on him for guidance and stated she is not an alcoholic.
Mrs. Margaret Shepard of Boston spoke at Yorn on political topics including church control of schools. As she left with her husband, Victor Segnor threw a stone that struck her hat. Policeman Truett pursued Segnor who fired a shot at him, wounding the officer in the left side near the heart.
On their way to Georgia a special limited train of solid vestibuled Pullman cars bearing Tallapoosa Georgia excursionists under E. P. Carpenter arrived in Wintmantic Conn on time. The party will take up twenty more prominent business men at Hartford. Enthusiasm runs high among capitalists and participants.
New York reports two more deputies, Charles Linderman and Joseph Young, charged by grand jury with bribery and related offenses. Linderman’s bail is set at 10,000 dollars, Young’s at 2,000. Both were arraigned before Judge Fitzgerald and will plead next Monday.
Army orders announce Brigadier General William Smith to assume duties in Washington at once and Lieutenant Hampton M. Roach First Infantry relieved from duty at Fort Leavenworth Infantry and Cavalry School.
Jefferson City Mo March 18 Ex State Treasurer Noland was arrested today for embezzlement He gave bail.

An urgent deficiency bill debate resumes with Turtle Mountain relief funding amid contentious Indian policy remarks.
