Rome reports six brigands captured Baron Zurlo and his son on the road to Rome. The robbers held the son as hostage while demanding 100000 francs. The father gathered 46000 francs, paid the ransom, and both were released after a camp dinner. This marks a rare occurrence in recent years.
London reports a Lancashire Yorkshire and North Wales conference rejecting a 5 percent wage rise now and 5 percent on July 1. A committee will seek joint action to regulate work and avoid future strikes. Ten thousand North Wales miners joined the strike. Tyne side engineers also struck. Several Lancashire mills halted or reduced output due to coal shortages. Nottingham miners largely returned to work after a 5 percent rise was conceded.
The Emperor will present to him the issue of the difference between workers and their employers. This marks the start of a personal appeal system growing from the Emperor's stance on labor matters.
Paris March 17 The new ministry outlines a program of active work and political conciliation centered on the Chamber of Deputies as the pivot of government. It aims to protect moral, industrial, commercial and economic interests, aid labor, expand pawnbroking credit, organize charitable funds in rural districts, enforce school laws with religious sensitivity, and maintain fiscal integrity under M Rouvier while respecting treaty liberties until 1892. It also adjusts military law to avoid interrupting studies and ecclesiastical careers, with some students allowed to begin service at eighteen.

Washington March 17 The Republican members of the ways and means committee finalized their tariff bill after four hours of session focusing largely on the sugar schedule. A 35 percent ad valorem duty up to No 16 and 40 percent above that is set for sugar, aiming to reduce sugar revenue by 30 to 35 million dollars annually and offer slight protection to refiners. The plan shifts to a detailed schedule for chemicals, oils, inks, and construction materials with numerous rate changes including borax, tar taric acid, dyes, and cement. Only McKenna opposed the 35 40 percent sugar rates, preferring higher duties. The bill continues with extensive classifications and increases across many items, signaling a broad, protectionist tilt pending final committee action.
Haverwitt March 17 Sprechau J notes the Knights of Labor Cutters Assembly has not yet secured replies from a dozen factories on price lists. Outside cutters demand 16 dollars weekly, lining cutters 15, trimming 13. Bricklayers set a nine hour day and 350 dollars for regular pay.
Shipping notices report multiple vessels arriving and departing March 15 to 17. Entries include La Gascogne from Havre to New York and Italia from Hamburg to New York, with others such as Suevia from New York to Hamburg and Rhein from Bremen to Baltimore.
A Bowen and Merrill bookstore blaze in Indianapolis in the four story marble front building near Washington Street killed at least ten firefighters and injured a dozen more. The collapse buried rescuers under forty feet of debris as 500 volunteers and police aided in recovering the dead and wounded. Names of the dead and wounded include firefighters Faulkner Glenn Lazier Burkhardt and Cherry among others. The fire began in the sub basement near the furnace and the building finally collapsed after a two hour fight. The loss is estimated near 200000.
