London dispatches report Port Arthur fallen after bombardment damage left the town untenable. Sources say land communications may be cut off and the food supply was dwindling, signaling the end of the siege.
The Chelsea ferry City of Boston struck a sunken mud scow 500 yards from Chelsea, creating chaos as passengers fought for life preservers. The North End life-saving station rescued two women and a boy while police corralled the crowd. the ship reached East Boston flats and was saved. Dooley of South Boston waited to be arrested aboard as others evacuated to Chelsea slip.
Ernest Brindle reports from Chefoo that a World despatch boat sighted Port Arthur at midnight with three smoke plumes from the harbor. Forts show heavy damage on Mantx Yang, Tiger's Tail peninsula forts appear ruined, ships lie founder’d, and Port Arthur presents a deserted, lifeless scene with no signs of troops or activity.
