Weimar March 5. The first reading of the constitution finished and the bill sent to a 28 member committee. Dr Edouard David defended the bill against critics saying a republican government exists and will weld the empire. Peter Carr, Commissioner of Public Safety in Lawrence, faces recall efforts by strikers after a mass meeting ends with mobs resisting police and shots fired. The incident centers on rioting crowds clashing with law enforcement as about ten thousand gather.
In Lawrence on March 5 two women were injured as street car windows were smashed and shots fired during a demonstration by striking textile operatives. A carload of men, women and children was thrown into a panic.
A tornado swept through southern Alabama damaging property and causing casualties in Eufaula Tollard and Flomaton.
Old Town Me March 5 The Old Town Democrats tonight nominated incumbent William H Waterhouse for mayor He has served three terms after elections in 1905 and 1907.
Paris police arrest ten in a U S army loot ring involving two sergeants, three Armenians, two Belgians, and three Frenchmen. Goods stolen include tobacco cigarettes 6000 pounds of chocolate and 46 pastry cases with a double entrance used house identified in the investigation.
Police say the group responsible for wholesale thefts of American stores and army goods sold to civilians has ties to an international organization rather than being American. The crimes are linked to a series of Paris crime reports circulated last month, underscoring a broader web of pilferage involving foreign operatives.
Final divorce decree signed in White Plains New York grants custody of Douglas Fairbanks Jr to Mrs Fairbanks. The ruling names an unknown woman as co respondent and allows the father access to their son at frequent intervals.
Cleveland, O March 5 The formation of a national board to decide jurisdictional disputes between building trades unions and to prevent strikes over such disputes was decided upon at a meeting here yesterday and today between national representatives of builders and labor unions A E McCreary announced for the Association of General Contractors of America.
A conference in Indianapolis outlined a plan to organize the National Board of Jurisdictional Awards of the Building Industry. If adopted, strikes over union conflicts would be rare with a three fourths vote required for awards and an umpire chosen if no decision is reached. The board would include four building trades reps and one each from the AIA, ACG, NA Builders' Exchanges, and ASE, with labor leaders and AFL officials involved.
Henry Ford announces a world wide car company with plants abroad including near Boston and in Memphis Tennessee. He says the new firm will build better cheaper cars at about 20 dollars, with all stock owned by his family and Edsel Ford joining him. He will abandon the Ford Motor Company and work on new car inventions during his vacation. A mammoth steel plant is also planned for Los Angeles.
Paris dispatch notes the arrival of David Lloyd George in Paris, with the peace talks to start tomorrow. The council of great powers will discuss military and naval terms of the enemy disarmament as drafted by Marshal Foch and advisers, now incorporated into the permanent treaty.
Premier Lloyd George and Colonel House will lunch prior to tomorrow's meeting. They will coordinate British and American positions as President Wilson's views on the subject are understood to have been conveyed by cable and wireless.
Berlin March 5. Gustav Noske orders troops to arrest strikers or leaders guilty of rioting or intimidation. Vorwaerts reports a secret ballot in 80 Berlin plants showing over 20 000 opposed and 7 900 in favor of striking. Radicals allegedly stampeded workers before the Soviet action.

Harry Williams former medical supervisor at City Hospital was arrested in Macon Georgia as a fugitive from justice accused of stealing $542 from William Harris after Harris died at the hospital. Resolutions by 150 delegates from four Irish organizations in Greater Boston condemn President Wilson for refusing to confer with Judge Cohalan and claim the President insulted him. The statements were adopted unanimously in Boston Tuesday night.
Meeting under the Associated Branches of Friends of Irish Freedom at Quincy House adopted resolutions praising Justice Daniel F Cohalan and expressing loyalty to his leadership. They plan to invite Cohalan to a Boston reception and Mass meeting to protest President Wilson, with delegates to France named by Cohalan and Goff. Resolutions were telegraphed to Cohalan and representatives from AOH Irish National Foresters and county clubs attended.
