General Bell reports no reply to the U S demand for Carranza to state intentions toward American troops in Mexico as border raids continue. U S troops pursue bandits while Chihuahua prison holds the cavalry awaiting transport to the border.
The United States denounces an Austrian act as insult and demands a prompt apology and indemnity. Washington signals strong action against the U boat commander and issues a note while keeping troops in place for now.
Washington warned that if Carranza refuses the United States would appeal to Congress. General Funston reported Mexican officials may release American prisoners from Carrizal, altering White House plans. President Wilson prepared to address Congress at one o clock on the crisis, pending confirmation.
About 300 soldiers of the First Battalion Ninth Regiment on a special train en route to El Paso received a shower bath at a railroad water tank 100 miles east of Frankfort Indiana. The regimental chaplain supervised the water spout while the colonel smiled and directed operations. The bathing occurred in a sparsely settled area during fair weather and high 82 degree temperatures.
The State Department released the American reply to Austria over the Petro lite attack, calling the Austrian account a deliberate insult and invasion of neutral rights. Massachusetts would be asked to furnish a full Roosevelt regiment if war with Mexico occurs and a 12 000 man volunteer army is raised under Colonel Roosevelt with a major general’s commission. Early preparatory work is under way in the state to gauge available experienced soldiers for the colonel’s division. Hotels and boarding houses in Colorado are advertised in an unrelated travel notice.
Adjutant General Charles H. Cole says recent discharges from the State militia in the last ten days are illegal. Militia men who refuse the federal oath as National Guardsmen are subject to court martial if not mustered into federal service. Those who have returned to Framingham will be ordered back to await the President's orders.
The Massachusetts militia declares that every militiaman artilleryman cavalryman and military band member who refuses the federal oath remains a member of the militia and is subject to court martial for further refusal.

At a House public buildings hearing Congressman Gallivan urged two bills. One would authorize the Treasury Secretary to acquire a site and erect a federal office building in Boston not used for post office purposes, with total cost not to exceed 3 750 000 dollars.
The Treasury Secretary is authorized to enlarge and repair the Boston post office for up to 250000. Congressman Gallivan led the push with strong bipartisan support from Congressman Phelan who backed the appeal. The committee voted to report favorably the enlargement as well as a separate bill for 1500000 to purchase a site for a new federal building.
The city reached a 95 degree high today with the temperature climbing to that level at 3 o'clock this afternoon in El Paso Texas.
Colonel Logan halted the train at Toledo to let his men bathe in the Auglaise River but rejected the muddy water found there. The weary travelers sought relief after a two day ride, craving privacy away from nearby farmhouses.
