The report states that if a satisfactory reply is not received by tonight the president will ask Congress for authority to use force to secure the release of troopers confined at Chihuahua. Congress is urged to act swiftly. No word has come from Garranza and mediation efforts continue. The United States may agree if the soldiers are freed.
A German submarine ocean liner, a sensational entrant in transatlantic shipping, may surface near President Roads in Boston Harbor this morning according to late New York news. Cargo mail will be regarded as vessel of war and must leave within 24 hours or be interned.
The article reports that Roosevelt plans to ask the Commission for authorization to act as a major general and would personally command his troops if war breaks out.
