Washington June 28 Mr Hay first assistant postmaster general is reviewing changes in his department. In the last ten days 507 removals vacancies and appointments were examined with 344 appointments made and 222 held over for further inquiry or lack of vacancies. The new duties reflect the administration policy per President Cleveland. Qualifications for customs officers amended by Secretary Manning set age 21 to 55 for minor appointments, with outdoor inspectors needing robust health and the option for some inside workers to be eligible up to age 60 after certification. Secretary Manning also announced several promotions in the sixth auditor and first comptroller offices and hints at more changes in August. The Geological Survey fiscal plan for next year was outlined by Maj Powell.
