The agreement covers about 54 000 American citizens in the British Empire and 310 000 British subjects in the United States, with 60 000 Canadians. A new clause says signatory nationals exempt from domestic drafts will not be drafted abroad. Ratification hinges on a Wilson proclamation shielding Americans age 21 to 31 from U S draft.
