House Favors Exoneration for Spanish War Veterans
The Massachusetts House substituted a bill exonerating Spanish War veterans from civil service provisions for an adverse committee report. Debate centered on which wars receive exemption as lawmakers weighed Civil War precedents and the claims of veterans. The bill passed a preliminary vote while other measures on Westminster damages, Nantucket Beach reservation, and East Bay access advanced or were rejected.

Senate Debates Isthmian Canal Legislation
Washington June 12 The Senate resumed consideration of the Isthmian canal question after an hour and a half on the London dock charges bill. Senator Morgan of Alabama spoke for three and a half hours on diplomacy, then fought an amendment by Senator Fairbanks to issue bonds for canal construction. He argued the cost should come from current receipts and opposed the Panama route and the new Panama company’s concessions. The House adopted a special rule for irrigation bill debate, with five minute amendments planned. Speeches supported the bill from Mondell Tongue Tirrell and Shallenberger. Ray argued against it. Olmsted offered a humorous reply to Cushman.
