Massachusetts Legislature Faces Drift Under New Rules
The 1891 Legislature reports a busy session with notable actions on reapportionment of congressional districts, municipal control of gas and electric plants, and a poll tax abolition. It passed railroad consolidations, new electric freight lines, and several election law reforms while debating taxation, public health, and Boston projects. Commissions for land transfer, marriage law uniformity, and rapid transit were created, with Boston receiving large funding for libraries, parks, and harbor improvements.
