Headquarters in Newburyport reports a hypothetical clash as Blue Army US troops retreat toward Portland awaiting reinforcements. Official umpires say Red Army foreign invaders hold footholds in Boston and New York and would have annihilated the Blue in actual war.
General Embury Clark commanded the Blues to fall back toward Newburyport while General Pew Jr of the Reds aimed to block them. Clark split his force into two columns along near the Merriman River and a southern route to outflank Pew. By noon Pew’s 8000 men threatened to envelop and destroy one wing, with potential to defeat the other.
Berlin July 28 The arrival of Emperor William at Swinemunde signals a decisive war or peace conference with Chancellor Von Bethmann Hollweg and Foreign Secretary Baron Von Kiderlen Wilhelm to hear first hand the Moroccan crisis. A British ultimatum and military reorganization are expected to be clarified, with Joffre slated to head a new general staff amid sweeping reforms.
The foreign office indicates Britain would not intervene while Germany and France seek a direct Franco German settlement. It denies Lloyd George’s speech vetoed any French Congo deal and expects France and Germany to resolve the African knot through direct negotiations. Officials warn optimism is misplaced.

In a Cape Cod rescue, nine volunteers under Captain Samuel O. Fisher saved five crew members from the wrecked schooner Catawamteak off Peaked Hill Bars. The storm forced the crew to abandon ship as 60 mph northeast winds battered the coast. All five sailors reached shore within 18 minutes. Captain Jamison of Rockland was injured with a crushed wand hand while attempting to launch a small boat.
The Catawamteak departed Rockland Maine yesterday morning carrying paving stones for New York. Likely a total wreck as Peaked Hill Bars have claimed many ships. Rescued include Captain Chester Jamison Rockland Albert Jamison and Bird Jamison 15 Herbert C Williams mate.
