Street Department Consolidation Under Carter Proves Effective
The consolidation of Boston street departments into a single unit led by H A Carter was completed in sixty days after Mayor Matthews took office. This reform, aimed at centralizing paving, sewers, sanitary police, bridges, and street cleaning, improved street conditions and allowed flexible labor use. The new department includes five divisions plus a purchasing bureau and central office, with ongoing interdepartmental coordination through regular Mayor’s conferences.
