Lower pay urged for Bay State street railway
Henry F. Hurlburt counsel for the Eastern Massachusetts Street Railway told the arbitration board that many employees, especially on unprofitable divisions, should be paid less rather than more. He warned wage boosts could force fare increases or suspension, contrasting earnings with employee savings and home ownership. He argued financiers must cover costs themselves since the railroad cannot rely on the State in deficits.

Rehearing Refused on Railroad Award
The labor board refused to reopen the case, saying its decision was the result of an exhaustive survey and further hearings would delay back wages due in August. Union leaders failed to unite after two days of talks, while a first strike emerged with about 90 to 100 workers walking out at Grand Trunk. Some cities reported workers voting to reject the award, but most stayed on the job.

Washington July 21 Railroads plan to ask the Interstate Commerce Commission to extend a $600 million yearly wage cost to traffic to offset the Labor Board wage award. Milk and passenger transportation will bear substantial portions with express rates and commuting tickets included. In the East the impact may be about a half cent per mile for passenger travel and about 8 percent for freight, totaling around 3 1/2 percent in higher freight rates.
