First to Benefit by Workmen's Act
Dennis McCarthy, 45, of 145 Third street, South Boston, was struck in the head by a crane at the Filene building site yesterday. He will be the first beneficiary under the new Workmen's Compensation Act, receiving hospital expenses and half his earnings until he returns to work. McCarthy is at Relief Hospital with serious head injuries. The act, now in effect, expands protections to workers and prompts more business for insurers as thousands of policies are written. The Massachusetts Employees Insurance Association issued over 600 policies on State Street. The Massachusetts Accident Board, appointed by Governor Foss, opened offices in the Pemberton building and begins operations. Board members include James B. Carroll, Dudley M. Holman, David F. Dickinson, Edward F. McSweeney, Joseph A. Parks, with Robert EB Grandfield as secretary. Employers must notify the board within 48 hours of accidents and provide details on causes and safety measures. Insurance rates for industrial facilities rise sharply, some up to tenfold, prompting restructuring of shaftings and machinery. The board expects the act to take time to balance, but aims to benefit both sides.
