Municipal charter drive outlines sweeping city changes
The proposal calls for do away with municipal primaries and party designations, a four year mayor, a permanent finance commission with set pay, a nine member city council replacing the board, an advisory unpaid board, strict civil service controls, a reappointed street commission with more power, new permit fees, annual loan payments with no sinking fund, contracts over 1000 to be advertised, and limited long term contracts without mayoral council approval. The charter draft by the commission remains open to minor changes.
