Favorable to the Ban as Internal Revenue Receipts Rise
The banking committee reports a bill to allow national banks to issue circulating notes equal to the par value of bonds deposited for security rather than 90 percent. The measure, backed by Comptroller Lacey, aims to halt the retirement of circulation by banks drawing more notes against already deposited bonds. Previously vetoed by filibuster in the last Congress, it is urged to pass.
