The proposed Monday legal holiday plan faces opposition from Fuel Administrator Garfield who would restrict coal to essential industries. Boston style limitations may be proposed nationwide as the best approach. P B Noyes in New York backs the Storrow plan.
The proposal urges President Wilson to declare Monday a legal holiday in eastern states for the next eight or ten weeks and that only certain activities would be allowed. It seeks a unified pause to promote national efforts and morale amid ongoing matters.
Amsterdam January 15 The former Empress of Russia reportedly became insane and is confined in a Tobolsk Siberia sanitarium. Earlier reports said she was seriously ill last September and she accompanied Emperor Nicholas II when he was moved from Tsarskoe-Selo to Tobolsk.
William D. Mahon, head of the Amalgamated Association of Street and Electric Railway Employees of America, arrived in Boston to aid negotiations between union workers and the Bay State Street Railway Company. Catherine aged 9 and Adeline aged 7 or older suffocated in a large trunk at 139 Dover Street yesterday as their 5 year old neighbor Umberto De Mauro joined them inside. The trunk lid collapsed trapping all three until help arrived.

Washington January 15 Stricter economy of food will be required by new laws put in the making today in Congress. Food Administrator Hoover has approved them and they are expected to pass promptly as supplements to the present food control act.
The proposed law would require wheatless and meatless days as a wartime measure. The president could issue rules to limit use and distribution of food. violators face up to a $5000 fine and six years in prison. The act would end after the war with Germany.
Mrs Jennie May Eaton Ainsworth, famed for a 1913 Plymouth murder acquittal of Rear Admiral Joseph Giles Eaton, is jailed in Dedham Mass on a fugitive warrant for abandoning her one month old grandson who is now dead.
Mrs. Ainsworth tells a Post reporter she will endure any penalty to keep Dorothy Eaton McMahon free. Dorothy, 20, alias MeMahon, allegedly involved in the same secret indictment as her mother and is described as crippled. The two are linked to an unresolved crime with Mrs. Ainsworth confessing complicity.
Nicholas Amodeo of Paris Street East Boston found three tons of coal in his empty bin last week. A neighbor had ordered coal for next door and delivered the load to him by mistake. He agreed to pay for the coal and keeps the wintry fuel, calling himself the luckiest man in New England.
The late Major Augustus P. Gardner former House member will receive a Capitol funeral unprecedented in congressional history if Mrs. Gardner agrees. The House swelled with sorrow and sympathy after his death from pneumonia at Camp Wheeler Georgia.
Paris January 15 former Premier Caillaux was arrested after a cable from Secretary Lansing in Washington cited Caillaux 1915 contact with the Berlin foreign office. The report says Caillaux met Count von Luxburg in Argentina seeking peace with Germany to resume business. The evidence is expected to be published in America.
Secretary Lansing refused to affirm or deny the Paris dispatch. The Luxbury correspondence suggests such a dispatch exists, but there is no immediate plan to publish it.
Mrs Mary Avassa returned home at 530 and asked Rose the family caretaker where the children were as police began a preliminary inquiry into the disappearance conducta and surrounding details.
The worst storm of the season hit Vermont with heavy snow and high winds. More than a foot fell by night, snowfall impeded rail traffic, and Central Vermont trains ran three to seven hours late while the Southbound New England States Limited was four hours behind schedule.
