Councilman G Walden Smith proposes a three to five member commission to audit the shift of all trolley feed wires underground in Boston. He cites past underground wins for telephones and electric lines and warns of ongoing trolley dangers and fire risks to life.
Secretary Carlisle announces modification to Treasury circular inviting bids for 100 million dollars of 4 percent bonds. Buyers may pay 20 percent plus accrued interest upfront, with optional 10 percent installments every fifteen days, or pay in full at any time before final maturity. Bonds issued on payment dates according to the schedule.
In Manchester Arthur Balfour warned that Transvaal reform is needed to avoid crises while asserting Britain’s suzerainty over external affairs. The fire, likely from a furnace, left an estimated $100000 in losses to commercial properties and $6000 for a rear Parker Street residence. Hotel Miller was briefly endangered but remained largely unharmed. Firefighters gained control by midnight.
