Hill Proposes Tests of Income Tax Constitutionalities

Washington January 10. In the urgent deficiency bill debate, Mr Hill of New York offered an amendment drafted by Mr Quay of Pennsylvania to allow courts to rule on the constitutionality of the income tax. The amendment would repeal section 3224 barring suits to restrain tax collection, enabling immediate injunctions and rapid Supreme Court review. Quay signaled plans to add repeal of the income tax, the McKinley act, and the wool tax.

House Passes Marine Bills Including Vessel Registry Repeal

The House approved several measures including repealing bonds for vessel registry and granting American registers to the steamers Empire of Philadelphia and Oceana of New York. It authorized customs collectors to add gross and net tonnage figures on inspection certificates and proposed range lights and fog signals on the Kennebec River at a cost not to exceed 17 000 dollars.

Saloon Homicide in New Haven

Raffael Del Grego twenty, an Italian machinist, is fatally stabbed by Lorenzo Caruso in John Del Grego's Hill street saloon around 4 30 this afternoon. Caruso, a twenty year old laborer, fled the scene. Both men unmarried.

Four Men Assault Charlestown Man Injures Ribs

William Edwards aged 44 of 38 Chelsea Street Charlestown was admitted to City Hospital last evening with several broken ribs after being knocked down and kicked by four men on Commercial Street in the North End. He will remain in hospital for several weeks.

Indian school funding trimmed in federal bill

Indian appropriation bill for the coming year totals about 6.5 million dollars, down roughly 200 thousand, with 1.1 million for Indian schools and a proviso to cut contract school maintenance costs by 20 percent annually. Several previously funded schools are not listed and the commissioner of Indian affairs will decide continuation. The Interior Secretary also seeks raises for Indian agents, proposing new salaries from 1600 to 2000 dollars and, for officers detailed from the army, half civilian pay in addition to military pay.

Tragic Crossing Ends in Drowning Soldiers

Three American soldiers from Fort Niagara attempting to cross the river to Niagara on the Lake Ont. were caught in moving ice. A huge wave capsized their boat, they clung to the hull for an hour, then one by one slipped away and drowned before help could reach them.
