Reform and political shenanigans stir a crowded page

Tariff Battle Ends In Congress Aims To Block Legislation
Special dispatch from Washington reports a sharp split between Reformers and Protectionists over tariff bills. The House, after a lengthy session, referred the revenue bill to a conference committee and adopted a rule limiting debate on concurrence with Senate amendments. Republicans, backed by Pennsylvania Ohio and New Jersey interests, pushed a separate internal revenue cut that would not reduce enforcement costs or taxes but would ease tobacco and bank related levies. Debates centered on constitutional prerogatives of the House versus Senate authority to tack bills together, with heated arguments and party-line votes shaping the conference path.
