Tariff Bill Faces Uncertain Passage In Congress

Discussion on the Tariff bill shows Morrill and allies doubtful of passage as free traders and duty-cut advocates unite to block the measure. The House factions fear reductions while others push for changes, leaving the bill prospects unclear.

House Acts On Naval Bill And Tariff Debates

In the morning the House postponed business and formed a Committee on the Naval appropriation bill. A paragraph directed the Navy to accept a Connecticut gift land on the Thames near New London with a one mile water front for naval use. Another paragraph sought 1500 dollars to hire a historian to study naval history. Many amendments were offered and many rejected as the bill passed with all amendments agreed to. The Smithsonian report for 1866 was ordered printed. The tariff bill was debated with focus on flax duties and regional protections, then the Ways and Means Committee’s amendments were largely rejected. Mr Morrill moved to close the debate on a pending paragraph, the hour for recess arrived, and the House recessed after handling 45 amendments. Evening session followed.
