He claims no permanent occupation of Russia but signals territorial demands from a defeated foe, framing it as a necessary war objective. President Wilson is cited as being ahead of peace realities.
Union leaders press four cent an hour raise as Boston Elevated directors plan to act at 10 30 am today. President Brush reports on union talks while Governor McCall meets with Carmen's leaders and union counsel ahead of possible action.
Caruso and Geraldine Farrar will perform with the Metropolitan Opera Company in Boston to close the New York season. Three American soldiers died and nine were badly gassed in two German gas attacks on American positions in the Toul sector early today. The enemy heavily bombarded American batteries with gas shells but suffered no reported gains.

The Times reports the government must act promptly to repress unrest in Ireland. A 110 foot submarine chaser with a French crew safely reaches a European port after being lost since January 15 during a gale.
Excellent preparatory training in quickness by American troops prevented projector attacks from causing more casualties. Both attacks occurred within ten minutes of each other aimed at a wood. German minenwerfer fired seventy five 8 inch shells with 80 percent gas and 20 high explosive rounds. Gas affected men before masks could be adjusted and while some slept in dugouts.
Clare Sligo Roscommon Mayo report daily clashes between police and law breakers. Cattle drivers fear thieves call for troop detachments as telegraph wires are cut and roads blocked with felled trees. Farms are seized daily in the name of the Irish republic.
Secretary Daniels announced the arrival of an American built submarine chaser that separated from its escort in a Jan 15 gale. The 110 foot boat, manned by a French crew, sailed 39 days with no navigating instruments save a compass and bed-sheet sails. They rationed food and navigated by estimation, finally reaching port.
Ambassador Francis reported the German army was within eight hours of Petrograd and he planned to depart the Russian capital with his staff yesterday. He said he would join Chinese and Japanese diplomats who were also preparing to leave.
As German troops press toward Petrograd the city erupts while ambassadors from the United States China and Japan flee. Bolsheviks Red Guards and civilians prepare defense claiming the city is eight hours from invasion. A Petrograd proclamation calls workers soldiers and peasants to arms to repel the Germans.
A Petrograd despatch reports fierce fighting around Pskov with the town changing hands multiple times as German forces advance amid growing Russian resistance. The report notes the Germans initially occupied Pskov, then evacuated it before Russians re entered the town.
Three expelled Musicians' Union members were shot by Guido Tuzi after he was ordered expelled for not standing during the Star Spangled Banner. Wounded were A. F. Less, F. Schiller, and Herbert Schultz. Tuzi was arrested following the attack at the union’s headquarters.
The chancellor praises Belgium and Romania as signs of a soon concluded Romanian peace. The remark implies Belgium might yield territory to gain peace, but only at the cost of territorial integrity. Germany remains at war according to the report.
A Bilbao despatch reports the Spanish steamer Neguri sunk by a submarine. The crew were landed on Ferro Island in the Canary group.

Boston lawyer Roger Saxton Sturgis of 26 Commonwealth Avenue committed suicide in his Ames Building office yesterday afternoon. A note written minutes before the act cited fear of losing his mind as the reason for taking his life.
The note stated no misappropriation of funds and that affairs were in order. Sturgis arrived at his office in good health and bright spirits. His stenographer Miss Marion L. Kittredge left for lunch, returned to find him dead, a 38 calibre revolver and the note on the desk.
