England cheers fleet work as 40 submarines attacked since Feb 1 with many sunk. Carson reports a formidable plan to wage a massive war effort.
A clerk named Ordway R. Hall was shot in the heart by a robber at the Atlantic and Pacific Tea Co store located at 851 Washington Street Dorchester. The assailant used a rifle as he stood by the till. Local police investigate the incident and search for the suspect.
Three armed men entered the Great Atlantic & Pacific Tea Co. in Dorchester at 851 Washington St. last night and shot manager Ordway F. Hall through the heart, then escaped with cash in a waiting car. A Quincy man was arrested later as a suspect and denied knowledge. Two neighboring store owners fired at the fleeing crew but hit nothing.

Washington February 21 The House approved a Senate prohibition bill by four to one after two hours of debate. The measure would bar liquor imports into dry states and expand bone dry territory by about one third of the continental United States. President Wilson was expected to sign within a week.
The provision is described as the most far-reaching federal move short of a national prohibition amendment. It would end liquor imports, worth millions of dollars annually, into states that ban manufacture or sale but allow personal importation. Continued on Page 14 Third Col.
