Confidential clash over Secretary Blaine’s access and delays
Washington report notes complaints of Blaine’s exclusiveness from Rep. Carter and Delegate Duboise after they failed to secure a consular posting. They waited in rain and mud, saw Blaine briefly, and left unresolved. Separate items mention Dr. Sherrer at the New York Customs examination and ongoing salary despite inquiry. General Spaulding led a Treasury briefing while Europe provides scientific inputs for the probe.

Banks prepare for bond surrender before Secretary Windom deadline
Public funds held by banks total 1.44 million dollars in surrendered bonds. The 4 percent bonds at 124 will be accepted until next Thursday as the secretary’s call nears expiry. Banks eye large sales to meet the second call while many deposits shift to currency circulation. The secretary accepted 115 thousand dollars in bonds today. Fewer 4 percent bonds are offered as deposits rise and bonds are moved between accounts and government exchanges. Funds with banks are expected to drop below 38 million dollars once the second call ends.

Sugar market leads mixed New York trading as prices rise
The New York market opened strong on Sugar with broad weakness for the list but sugar advanced steadily into noon and closed near its high. Traders cited higher law prices and trust capitalization, while Osceola reported encouraging property conditions and Louisvile & Nashville saw heavy prearranged shares. Banks faced losses on Treasury operations as traders weighed coal and railroad moves and large time-loans circulated amid a pool aimed at pushing prices above par in coming months.
