In a letter he says he and the president are hopelessly at odds over national defense and that the army plan is ignored. He refuses to stay as a member while the president remains indifferent. His resignation is accepted at once and he leaves Washington.
Germany and Austria notify the United States that armed merchantmen will be treated as warships after March 1 and will be attacked without warning. Passengers travel at their own risk. Berlin says armed liners of waring nations are to be treated as warships.
The government cites explicit British Admiralty instructions for merchantmen to carry guns and attack submarines on sight. German authorities allegedly obtained a copy, with similar orders claimed from other wartime nations. Dr Alfred Zimmermann presented the memorandum, linking it to U.S. proposals to regulate submarine warfare. The under-secretary says the orders would begin at month end, with appendices including Churchill’s 1913 Commons declaration and Spring-Rice communications.
