Industrial inspection overhaul urged by commission report

A Massachusetts panel calls for a five member board of industrial inspection to unify oversight of factories, workshops and mercantile buildings. The plan reallocates duties from police and health officials to a centralized board with civil service inspectors and a chief commissioner. The report notes lack of proposals from current agencies and emphasizes statewide health links in workplace inspections.
