Governor Russell presses bid to quash Sibley indictment
Governor Russell replies to Governor Bulkeley, refuting the Connecticut claim of a longstanding informal surrender practice. He argues Preston Sibley’s arrest violated Massachusetts law and constitutional rights of William Phillip, urging delivery for Massachusetts justice. The exchange cites precedents from 1643 to 1891 and insists on lawful requisition and mutual recognition between states.
