Bulwer Presented to President As Cabinet Gathers

Sir Henry Bulwer the new British minister was presented to the president on Monday with the full cabinet in attendance. Cordial sentiment favored peaceful relations. A formal meeting is planned for Thursday then adjournment next week. Debate over Cass's motion to suspend diplomacy with Austria is anticipated. Foote's bill for a compromise division of territories has been noted for full discussion. Southern critics view the message as ineffective on the slavery issue or as a mere proviso.
