Gage unveils plan for a great central bank

Secretary Gage outlined a central bank plan at a dinner with Frank A. Vanderlip. The scheme would have national banks subscribe to stock equal to 5 percent of capital, forming a fund around 60 million dollars from about 4,500 banks. The government would not hold directorship, branches could be established, sub treasuries abolished, and the bank would issue notes in emergencies up to four times its capital. The proposal faced opposition from leaders like Frederick D. Tappen and J Edward Simmons, but some financiers see potential in the plan.
