Meins Says Zone System Not Best for City
Walter R. Meins, president of the United Improvement Association, states he cannot speak for the group and doubts a zone system would serve the greatest good. He recalls an 80 year old debate when street railway consolidations formed, noting the legislature opposed zones over a uniform fare. He cautions the present situation is unprecedented and may need drastic action only as a last resort. He cites John F. Macy, chairman of the association's finance committee, as a former figure in the discussion.
