The Red Cross membership campaign expands across New England with Boston leading. Louis K. Liggett reports 45 000 new Boston members by 5 p.m. and expects thousands more. Chelsea joins with 200 workers, and a five ton papier mache statue on Boston Common will be moved for every 10 000 new members. Massachusetts targets 672 000 and Metropolitan Boston 370 000 as part of a nationwide drive toward 10 million members.
The Comptroller of the Treasury ruled that a soldier with four years of active service in a seven year term may be discharged during the war on condition he re-enlists immediately. Re-enlistment would be at a higher rate of pay.
Hundreds in Mount Pleasant Roxbury and Upham's Corner Dorchester rely on Dudley street trolley cars. Since the Dorchester tunnel opened last Saturday only the Neponset Bridge line operates through Dudley street while Geneva Avenue Ashmont Milton and other lines are suspended.
Boston Elevated officials report severe rush hour congestion at Dudley Street transfer station as Neponset Bridge cars overflow. Ed Dana says extra cars will be added and Dorchester tunnel should improve routes, with gradual normalization as riders adjust to new schedules and tunnels.
In Providence on December 17 Judge Arthur L. Brown upheld the constitutionality of the selective draft act. Albert A. Boudreau of Woonsocket faced charges for failing to register as his counsel sought dismissal arguing the act violates the Constitution’s ban on involuntary servitude.
Major Walter O. Cooley of the First Vermont Regiment filed a $10,000 damages suit in Brattleboro against Beatty S. Balestier of Dummerston cousin by marriage to Rudyard Kipling. Cooley alleges Balestier caused his wife Rose Putnam Cooley to leave him on June 21, 1916 after their 1912 marriage. Balestier posted bail after arrest to appear in County Court next September.

Washington reports Major General Black and the provost marshal general agreed on a plan allowing technical students of draft age to join the enlisted reserve corps until graduation. After graduation they would be called to active service in the engineer branch or discharged to await selective service. The next exam for commissions as provisional lieutenants in the engineer service is Jan 21, with another likely in midsummer.
President Wilson will not act on the railroad problem before the Christmas recess. He will likely present his plan to Congress immediately after the holidays.
