Senate approves net loss tax refund plan in war tax bill
In Washington on December 16 the Senate voted 36 to 16 to keep the finance committee amendment offering tax refunds to those showing a net loss in prior years. Debate focused on the net loss provision and the income tax section as leaders predicted quick passage by Christmas. Senators Lenroot and others argued the measure could harm revenue, while Smoot Jones and McCumber defended it as balancing taxes, tied to agricultural and business interests. The panel also approved allowing the commissioner of internal revenue to require inventories for income tax calculations.
