Amendments Move to Replace Clayton Bulwer Treaty
Washington reports that the Senate foreign relations committee offered sweeping amendments to the Hay-Pauncefote canal treaty aimed at superseding the Clayton Bulwer agreement and removing the invitation to other powers to join. The proposals, led by Senator Foraker, would authorize the United States to build fortify and defend its canal with its own funds and prioritize American interests over Britain’s views. The measures were presented with strong Republican support and discussed with President McKinley and Secretary Hay before a possible Senate vote.
