Burleson forecasts postal growth and surplus for 1914

Mr Burleson reports enormous growth in the department due to parcel post and postal savings bank divisions and urges postal legislation to expand activity. He cites a projected 1914 year surplus of 3,569,545 dollars, the second surplus of his administration.
