President Wilson in his annual address to Congress defends U S military preparedness and reassures business that new legislation will not burden it. He notes trust and currency laws nearly complete and outlines measures for wartime conditions including ship purchase, national resources, navigable waters, and Philippines self government.
President Wilson told his Cabinet to order troops to Naco Arizona to handle emergencies after cross border firing from Mexican territory. Seventeen U S soldiers were wounded and forty nine citizens were hit.
Secretary Garrison orders Brigadier General Tasker H. Bliss to Naco with three batteries of field artillery to deter Mexican fire across the border. No cavalry to the line yet. discussions on diplomatic aspects deferred to the State Department amid urgent telegram exchanges with Arizona Governor Hunt.
The Ninth United States Cavalry will move one mile north from the border trenches to escape Mexican fire. Two soldiers were wounded yesterday as 17 American troops have been hit since trench fighting began 60 days ago. Five Americans were killed and 41 wounded. 29 Mexicans wounded according to messages from El Paso and other border points.

Barrow witnesses the sinking of the British steamer Vedra as flames from her gasoline cargo engulf the vessel in a gale. Only two of 36 crewmen survive after the ship runs aground and breaks up.

Russia outlines battles in Poland and plans to retreat from Lodz to straighten line. Roads in Flanders hinder troop moves amid rain. Malincourt east of Varennes captured with garrison, two officers and 150 men taken prisoner. German pursuit of retreating Russians east and south of Lodz. Russia reports 1500 prisoners and 16 cannon lost.
Berlin reports Emperor William II is ill with bronchial catarrh and fever. Officials say he has postponed his return to the front, a disclosure seen as significant amid wartime secrecy in German and Austrian courts.
The Kaiser has led offensives both east and west since war began. He moved troops across Luxemburg in August and arrived at Aix-la-Chapelle to oversee the dispatch of forces to Belgium. After Belgium was overrun he returned many times to the front.

Two bandits robbed a rural mail carrier near Smith Arkansas and shot a farmer. They stole one of a pair of bloodhounds on the trail. a bloodhound was found shot dead. Federal and state officers pursued the men but failed to capture them.
Thomas G. Doyle of Division 6 won the union presidency in a vote held Monday. He defeated incumbent Matthew J. Higgins by 481 votes with Doyle 2999 to Higgins 2518, Higgins retiring after two years organizing the union.
Houston Maine December trial before the Supreme Judicial Court builds a circumstantial case accusing Dr Lionel E Dudley of murdering Mildren Sullivan age 17. Witnesses including Fred Melville describe a confession to performing the operation. The courtroom crowd reels as cross examination intensifies the suspicion around the physician.
A witness recounts pressuring Dr. Dudley about Mildred's whereabouts. The doctor allegedly acknowledged operating on the girl and using instruments, while denying knowledge of her location. County Attorney Bernard Archibald interrupts as spectators react.
