The British war cabinet and the French and Italian representatives in London are in agreement to punish William Hohenzollern but will act only after President Wilson arrives in Europe. Washington December 3 Lieutenant Colonels J G Vincent and George W Mixter named by Charles E Hughes in his aircraft investigation report as having transacted business with private concerns in which they were financially interested have been pardoned by President Wilson.
Tonight at the White House the President was told that Lieutenant-Colonels George Mixter and J G Vincent were pardoned for technical guilt in an air craft production report. The Attorney General Gregory recommended full pardons, noting their innocence of improper intent and valuing their public service. Vincent, former Packard Motor Car Company vice-president and Liberty motor designer, was cited.
