Washington August 28 President Harrison approved a modification of civil service rules to exempt temporarily some higher grades in the Treasury supervising architect's office from examinations. The change, unanimously recommended by civil service commissioners, aims to improve staffing after a partisan previous administrator. Exemptions would allow promotion from within once a solid base is established.
