Private charity criticised by New York charity official

Robert W. Hebberd secretary of the State Board of Charities told a committee on congestion of population that private charity in great cities is a failure. He said current methods do not permanently improve suffering, nor raise living standards, because they do not address the root causes of congestion. The policy of inadequate relief by private charities tends to keep people in congested districts.
