Result Not Unexpected How the Action of the Senate Was Re ceived in Portland
Portland, Aug 21 Special. News of the rejection of the fishery treaty did not surprise local owners. Republicans in the Senate acted politically, some denouncing the treaty with gladness, others who studied it deem the Senate erred. Port of Portland owners praise the treaty as near to right in seventy years. Few vessels hold Canadian bait licenses, but managers view the modus vivendi as beneficial. A firm could have earned thousands with a license this year. No hostilities expected though provincial officers may renew insults.

Diplomatic Boulanger Shows Charms In Elections
A London special notes Boulanger’s campaign prowess with kissing women and babies, broadcast cockades, and dramatic speeches. Despite strong reactionary seats, his August majority is only 20,000 after a 97,000 April lead, fueling debate on his political fate. Ollivier and Paris papers warn of conservatism and fate, while Laurent and The Temps cast the triple victory as humiliation, not triumph.

McKinley in Georgia Defends Revenue Tariff Views
In Arvanta Georgia William McKinley argues for a protective tariff as essential to American development. He contrasts it with a revenue tariff, contending the former promotes industry and employment while the latter raises only revenue and harms workers. He cites British taxation, raw material trade, and regional needs from the South to the West to urge universal protection.
