Allied forces push on the Ypres front after German counter attacks faltered. French troops on the northern wing gained near the Steenbeke River, while Haig reports no change elsewhere. The tally includes over 1800 German prisoners and 24 captured guns, several of them heavy.
A terrific storm drenched the city with a record rainfall of 1.20 inches in half an hour. Streets flooded, cellars filled, traffic tied up, and trains delayed as thunder and lightning roared across the area. Houses were hit and fires sparked by the torrents.
A drafting official indicated district boards will uphold exemptions for married men whose families depend on their earnings. Men with wives and children are exempt if salaries are not needed for support. those without dependents may be drafted. President Wilson backs including aliens and favors exempting married men with families in the new army draft.
In his reply the President did not say he favored exempting married men but noted the Senator’s point about married men with families is well taken and he would bring it to the War Department again. Continued on Page 1-Third Column.
Formal notice was served banning suffrage pickets at the White House. Six women at the executive mansion gates were arrested after a warning period, posting bond to appear tomorrow for obstructing traffic.

A semi official Vatican note says Pope Benedict aimed to act as peacemaker not judge in the war crisis. It rejects press claims of inaction condemning violations of law, noting limited powers and the need to avoid Austro German tensions. It also says papal proposals condemned war methods and barbarities.
Andrew Lininsky, 38, plunged from City Hall when a rope noose caught his foot. Swinging head down over a hundred feet, he found a window ledge and was hauled to safety. He joked about his pipe afterward, undaunted by the harrowing escape.
Former United States Senator John W. Kern of Indiana and Democratic nominee for Vice President in 1908 died here tonight. He was 68 years old.
A 1917 Pope motorcycle, gray three speed model with gas lights is reported stolen. Motor number 177517 and register number 1994 feature in the case. A reward is offered for information leading to recovery and the Watts Detective Agency in Boston is handling inquiries.
Major General H F Hodges designated to command Camp Devens at Ayer Massachusetts as part of the 76th Division U S A training that will involve 43 438 men. The War Department announced the orders placing Hodges in charge of the national guard and national army forces.
Under Major General Hodges the drafted men from Maine New Hampshire Vermont Massachusetts Connecticut Rhode Island and part of New York State will be whipped into trim to compose part of the force. Other officers named include Lieutenant Colonel Mr B Stewart chief of staff Brigadier General F H Allbright 151st Infantry Brigade Brigadier General F D Evans 152nd Infantry Brigade Brigadier General W Weigel 51st Depot Brigade Brigadier General W S McNair 151st Field Artillery Brigade.
A brake shoe broke loose from a southbound tunnel train at Milk Street station, triggering a blast and smoke that sent hundreds fleeing to Washington Street. The car was emptied, then allowed to depart. once the smoke cleared, riders returned claiming admission after their initial payment.
Washington August 17. Secretary McAdoo proposed issuing 7.539 billion dollars in 4 percent federal bonds taxed by income and excess profits taxes to raise 4 billion for further allied loans and retire the 3.12 percent non-taxable issue now covering loans to allies.
The committee split over secretary's bond plan with many opposing details. While a four percent rate is favored, suggestions include a six percent levy on interest or income tax, aiming for prompt bond disposal. A four percent rate is likely acceptable, but only an extreme tax could dampen demand.
Secretary Daniels ordered severing the unoffical link with the Navy League. He barred league representatives from naval stations and rejected league offerings under current officers. Thousands of women knit for sailors but gifts must come via other agencies.

A major electrical storm lashed Greater Boston causing widespread outages to telephones telegraph wires and electric lights. Lightning struck many buildings and courts of damage rose as heavy rain flooded streets and basements. Gardens and truck farms suffered heavy losses as crops washed out or flattened.
A blaze sparked by a lightning strike killed sixteen horses and touched off additional fires damaging buildings as streets flooded and cellars filled. Three members of the Ninth Regiment stationed at the Bay State rifle range at Wakefield were knocked unconscious.
German forces seized Koryno fortress and over 400 cannons as part of the 1915 campaign. A year ago today the House approved a bill granting the Philippines a broader measure of independence.
Forecast shows fair conditions for Boston and vicinity with light west to northwest winds. In Washington on August 17 the New England forecast calls for fair weather on Saturday and Sunday.

Washington reports the first National Guard contingent to depart for France will consist of two divisions totaling at least 38 000 men. The composite 42d division, now organized, is expected to sail with the 26th division of New England Guardsmen, though no New England states are listed in the 26. Training likely to occur behind the lines in France.
A report outlines Major General Clarence R. Edwards leading the 26th into Europe as part of a new National Guard expeditionary force. The 42d, commanded by Major General W. A. Mann, is mobilizing at Mineola under a European standard requiring larger infantry regiments. Packing and equipment issues may delay embarkation.
