In Portsmouth on Aug 15 after three hours of debate M Witte and Baron Komura refused to back down. The Russian envoy flatly refused to cede Sakhalin Island to Japan. Delegates postponed Sakhalin and moved on to other claims.
Brockton police arrest 24 year old L B Marsh alias George Lawrence after a Chicago telegram names him a murder suspect in William Bates case. Marsh, a former chauffeur, was seized at Centre street and taken to police headquarters with later indications the Chicago authorities may doubt the identification.
Local forecast for Boston and vicinity. Wednesday cloudy with occasional rain, continued cool and fresh westerly winds. Thursday fair and somewhat warmer.
The Board of Aldermen unanimously requests an immediate thorough investigation into bribery accusations by Alderman Frank J. Linehan against 10 board members. Chief Justice Aiken ordered a special grand jury session for Monday at 9 30 a m to hear witnesses and gather light on the matter. District Attorney Sughrue will summon all with knowledge of the charges.
Philadelphia authorities report 60083 names on city voting lists deemed ineligible after a police canvass. Public safety director says assessors will strike these alleged fraudulent names from the lists across all voting divisions.
Baron Komura argues Japan would revolt at ceding Sakhalin, saying possession was an early war goal and no international pressure could alter the demand.
In Newcastle New Hampshire on August 18 Japanese diplomats won two of three articles in a Sakhalin related dispute. Article four secured mutual commitment to Chinese territorial integrity with Russia. Article six yielded full agreement on Port Arthur Liaotung and Dalny transfer to Japan. Article five on Sakhalin cession remained unsettled with postponed consideration.
May be a major stumbling block in peace talks as Sakhalin stands firm against wording changes. Russia has agreed to eight of twelve Japan demands, with indemnity and Sakhalin shaping the broader settlement. Russian officials note Sakhalin’s value to Japan and its potential leverage in the talks.
The British schooner Lizzie C Rich under Captain Ward arrived at port from St John New Brunswick after nearly a week of battle with fog and a gale. The lumber laden vessel faced waterlogged decks, exhausted crew, and constant pumping before reaching safety. The captain said the voyage began with dense fog, followed by a southwest breeze that intensified into a heavy gale, forcing men to rigging to avoid being washed overboard. The crew endured cold and hunger as the deck load shifted and the vessel labored. The ship will now be placed on blocks and caulked.
For the first time in Boston area history engineers and emblyers secure a wage and hour agreement. The minimum wage is set at 18 dollars with an eight hour day. The nine hour day demand is also noted by Foundry Employees Union 23 and Caremakers Union with most firms agreeing to a 2.75 dollar daily increase.
Idlewild, a steamer laden with 200 women and children, was tossed rudderless for five hours on Lake Erie in a high wind. Four tugs brought the vessel to port after shore observers summoned help. Officers kept order among passengers.

A large steel drill on the scow Ajax struck a stick of dynamite during channel widening in the narrows. Five men were injured and two narrowly escaped death as the blast damaged the vessel and sent crew overboard. all were later treated at Fort Warren Hospital and expected to recover.
The New Shoreham steamship, carrying about 100 passengers from Providence, struck a sunken wreck entering Block Island Harbor. The vessel sank to the main deck just as she reached the dock, with passengers scrambling ashore over the gangplank. The incident halted departures for the day, forcing travelers to await a small boat to Newport tomorrow.
