City Council ferries ordinance sparks quorum concerns
D D Kelly of East Boston criticizes a City Council amendment to the East Boston ferries ordinance. He argues the change creates vacancies by removing words about ongoing elections and could produce no quorum, undermining ferry operations. He questions the process and urges reevaluation of the provision and similar changes to public institutions.
