General Crowder states no order to draft men with dependent wives and children has been issued. He explains boards were not instructed to include such men and that rules have not changed. Investigations will review board practices.
President Wilson signs food survey and regulatory bills as Hoover is named Food Administrator. In a White House statement Hoover vows to stabilize prices without drastic action initially, stressing constructive cooperation with producers and distributors. If needed, he warns, he will resort to the mailed fist to enforce measures.
Hoover proclaims corrective powers will curb speculation and inflation. Two bills signed give sweeping wartime authority: a regulatory bill to supervise food distribution and an amendment extending control over coal and fuels with price fixing and government mine operation. A survey bill aims to boost production with ongoing foodstuffs census via the Agriculture Department.
Charles Edward Russell, ex Socialist and new member of the revived Russia commission, denounces all calls for peace at this time. He singles out Socialists and Congress members aiding pacifist propaganda and says peace moves ruin the party, leaving an alien pro German element. He warns any peace supporters are traitors or ignorant and notes the colonial issue blocks peace as England promises Australia and New Zealand Germany will be driven from the Pacific.
In Washington at Hanover Street corner, hundreds of suits priced near seven dollars. All $15 suits offered for seven dollars with colors blues blacks browns and grays. Open until 9 p.m. during the clearance event.
F. J. Wright of Albemarle Golf Club New tonville Massachusetts defeated R. A. Haight of New York five up and four to play to claim the Western junior golf championship in Chicago on August 10.
Wright captures the championship in a close match as both players began 37 on the front nine and Wright surged after halftime winning five consecutive holes to prevail. Haight reached the final by defeating Earl Collins, while Wright beat B. A. Toleson to reach the final. Francis Oui met had recently won Western amateur honors, marking a season with Eastern titles.
Twelve thousand Lynn shoe workers voted two to one to empower their councils to negotiate a three year contract with manufacturers. They agreed to leave trade disputes to the State Board of Arbitration after price lists are adjusted and factory lockouts recede. The move is seen as nearing adjustment in the shoe trade.
Eighteen New Englanders including nine Bostonians were named as majors as War Department grants commissions to more than 1500 Plattsburgers after three months training. The list features sons of prominent families, young professionals, college athletes and long‑standing Boston financiers and politicians. Ranks span from second lieutenant to major.
Benjamin F. Joy former vice president of the National Shawmut Bank of Boston forfeits a $20 000 a year post to join the colors as a major. He will receive $3600 annually in his new rank. Elihu Root Jr son of the famed statesman also receives a similar rating after leading the American Mission to Russia. Root is a well known Boston figure.
Citizens visited the Board of Education supply house to witness the tearing out of Kaiser related pages. A police squad protected the private operation while trustee Anthony Czarnecki protested as taxpayers sought to observe a patriotic act amid a diverse crowd.
Washington Aug 10 The entire legal staff of the emergency fleet corporation has quit in a body in sympathy with Major General George W Goethals whose resignation as general manager was recently accepted by President Wilson The staff includes George Rublee Joseph P Cotton George H Savage Charles P Howland and Edward B Burling All but Savage were serving without pay The attorneys resigned several days ago but the move became public today
Roosevelt accuses German language press and certain officials of supporting copperhead tactics. He demands suppression of the German press and deportation of 50-50 Americans, urging total war effort while disputing Dr. Kuno Meyer’s Amsterdam quotes about compensation. Meyer says Roosevelt misquoted him regarding postwar indemnities and a mid European federation.
Plymouth August 10 The exemption board of District 39 will start Monday to review exemption claims from registrants. Of 53 examined today 35 sought exemptions for dependents and 18 waived all claims. As of this evening 69 registrants have chosen national service and 54 filed exemption claims.
In London the Conference of British Labor decided to send delegates to the Stockholm socialist and labor conference. The Seamen's Union, opposing the move, vows not to man any ship carrying delegates, a tactic similar to blocking pacifist delegates to Petrograd and Stockholm.
The delegates vote passed 1 046 000 to 650 000 after miners delegates backed the measure though the conference remains consultative not binding. An amendment by dock workers was defeated 391 000 to 1 651 000. A Firemen's and Seamen's Union delegate warned delegates would not reach Stockholm.
In Peekskill New York four youths drowned at Lounsbury's Pond when Miss Estelle Scofield sank in mud and three others dived to help. Elizabeth Henriquites 12 and two girls and two young men died after being trapped by thick bottom mud. Rescuers failed to surface.
St Johnsbury Vermont August 10 An intimation that little Alice Bradshaw whose body was found on the border of a swamp a mile from her home last night may have been starved before she was killed was given by Attorney General Herbert G Barber tonight.
State pathologist and assistant withheld results of an autopsy on an eight year old girl found dead. Evidence suggests food and water may have been withheld while the body is sent to Burlington for further tests. County officials suspect burial and exhumation. three suspects face first degree murder charges.
Congressman James A. Gallivan reports a telegram from Provost Marshal General Crowder saying no War Department ruling exempts married men with dependents from the draft. Crowder confirms exemption boards will review all claims, with no change in policy on dependency discharges. Continuous on Page 5 Fourth Col.

Suzanne Monteau the French maid testified that Bianca De Saulles shot John Longer De Saulles at The Box in Westbury after he refused to let Bianca keep their child Jack. The couple had a bitter divorce and the tragedy occurred last Friday night.
Miss Monteau testified in Nassau County Court House about the moments leading to the shooting of Jack De Saulles. She described plans to reach The Box before De Saulles returned from the club and that De Saulles faced his wife when the shot was fired.
