War Department rules that no person can be exempted if a wife has any means of support. The ruling considers relatives or employer aid as supporting factors and only allows exemption if there is complete lack of aid from any source. The policy seeks to determine whether a drafted man can be excused under these conditions.
Senators opposed on the conference report are listed with party affiliations and pairing actions. President Wilson is expected to sign the two bills granting broad control over food and life necessities, appointing Herbert C. Hoover as food administrator and issuing orders to enact the legislation nationwide.

An eight year old Cecil Foley of Nickerson Home for Children at 125 Townsend street Roxbury drowned in Scarborough pond Franklin Park Saturday afternoon. He waded out to catch goldfish with other children when he slipped and fell into water deeper than he could manage.
Mrs. Madeline Hoyt of Providence Rhode Island entered the Dreyfus cafe on Beach Street with a revolver calling for a woman who had battered her earlier. A shot went through the apron of waiter captain Charles Dalso as he tried to subdue her.
In a cafe melee Mrs. Hoyt faced Miss Jennie Hurwitz sparking a brawl that sent patrons scrambling for cover. Hoyt returned later with a revolver, a bystander was wounded as waiter Charles Dalco tried to disarm her. she surrendered to Patrolman Sullivan at the station.
Charles A. De Saulles, brother of John Longer De Saulles, issued a defense claiming Bianca De Saulles’s treatment of her husband led to the fatal shooting. The statement hints at fresh angles in the murder case and notes De Saulles’s stature at Yale.

George H. Perkins, an aviator, landed his Wright biplane in Medford after a crowd of children surged onto the runway. He leaped clear as the craft struck the ground, escaping with minor injuries while the aircraft suffered serious damage.
Perkins attempted an evening flight with the Somerville field day program when crowds surged across the field as he descended. He plunged the biplane into a marsh to avoid hitting spectators, leaping clear and escaping with minor injuries. The aircraft was destroyed beyond repair and his assistants reported a swift hospital discharge planned.
London reports a rise in Allied merchant losses last week with 21 ships over 1600 tons and 2 under 1600 tons sunk. Thirteen ships were attacked but not sunk. No fishing boats were lost.
The report shows 28 ships sunk last week, 3 more over 1600 tons than the prior week’s basketball 18 losses, while sub 1600 ton vessels dropped by one from the previous period. The week’s total is 2 higher than the prior report and just below the week ending July 22’s figure.

Washington August 8 A new order from Provost Marshal General Crowder tightens exemptions for married men with dependents. Boards must search claimants status and rule that men with dependents who can be supported by family must serve. Employers paying a portion of salary that preserves dependents may not shield the man from military service. The move threatens many who believed they were exempt and narrows grounds for exemption.
Men who passed physical tests and filed family based exemptions face strict rules. Dependents such as a widowed mother or infirm parents qualify, but adequate support via relatives or employers can prevent exemption. Soldier’s pay is also considered in eligibility.

A large group of draft resisters at Scipio 15 miles north of McAlester Oklahoma say they will resist being taken before an examining board. United States Commissioner McMillan notified the U S Marshal Enloe that armed men would oppose the examination. Deputy Marshal Peters was instructed to take 15 men to Scipio at once.
