Detroit August 4 The franchise committee of the Common Council unanimously approved Mayor Marx's resolution urging residents to refuse fares above three cents on local streetcar lines where Detroit United Railway Company franchises have expired. The council is expected to pass the measure tomorrow night. The company warned it will stop running cars on affected lines at the first sign of trouble.
