In Halifax on the 27th inst the Canadian government discontinued its suits against the schooner Ella M. Doughty and Captain Doughty. Bonds filed in the case are surrendered to the vessel owners and all money deposited to cover fines and related matters will be returned to them immediately.
Massachusetts civil service commissioner Charles W. Clifford of New Bedford has tendered his resignation to Governor Ames to join active politics. The move, not yet finalized, follows long speculation and points to a Republican successor, with Arthur Lord of Plymouth and Milton Reed of Fall River among names discussed. Clifford’s term ends July 1890, and the Governor’s illness may delay appointment of a replacement.

London July 31 the debate on a commission to investigate Times charges against Irish members continued in the House of Commons. Mr Smith won suspension of the midnight rule by 231 to 159 as Parnell pressed for clear charges and Chamberlain defended ministerial secrecy amid clashes over who knew what.
In Copenhagen July 31 a banquet for Emperor William drew 125 guests. King Christian praised the visit and toasted the Emperor and the imperial house, with Heil dir im Siegeskranz sung by the band. The Emperor thanked the King and spoke of future visits, proposing health for the Royal Danish House. The King and royal party then saw him off at the quay as ships lit the harbor.
In Dusuiy on the Vandelevr estates police and bailiffs resumed evictions. Thomas Bermingham his wife and adult daughter fought back with boiling water lime and a long pole. A police breach followed with Bermingham wounded and arrested. Three other evictions completed quietly.

Gulli ver wins the Richmond stakes while Estafette defeats Satiety in the Gratwick stakes. A horse owned by M McGrail bolted across a roadway in Ayer yesterday frightening bystanders Miss Boyle and McGrail. Both were thrown from the horse and suffered considerable bruising while the animal was brought under control near the busy street.
The Troy detainee tied to the Albany bond heist is named as the thief who took a valise from Rathbun, cashier of Gately Stove Works. A scar on his wrist is noted, and he refuses to provide information. The grip sack and $35,000 in debentures are under investigation with bank officials in New York.

New Haven July 31 report ties the Richelieu Hotel death in Montreal to Henry Holbrook a 29 year old Ansonia Savings Bank bookkeeper who disappeared Friday to escape exposure. Shortage tracked at 3500 dollars with Holbrook once social star and YMCA secretary. He left a suicide note asking for a private funeral and expressing no chance to mend his life.
F Paul Dodge, about 35, and Giles Howland attempted a swim off Brant Rock. Howland, son of Charles W Howland, saved Dodge from drowning but both battled rough surf. Despite efforts and a boat launch, Howland was near insensible and Dodge's body was recovered after about fifteen minutes.

Major John P. Willard is ordered to temporary duty at the paymaster-general's office in Washington. Captain Edward A. Goodwin of the Eighth Cavalry will act as inspector on camp and garrison equipage at the Milwaukee rendezvous, under Captain John Drum of the Tenth Infantry. Courts-martial at Willets Point, David's Island, West Point, and Jefferson Barracks are dissolved. Captain Michael Leahy of the Tenth Infantry granted six months' sick leave. Second Lieutenant Henry F. Bateman of the Tenth Infantry granted further one month extension of leave on surgeon's certificate.
