Under orders to assemble off Formosa and attack Admiral Rojestvensky, the fleet is near a great sea fight. Admiral Rojestvensky, ill but in command, steered north 15 miles off the Indo China coast with 50 vessels.
Police suspect John Frank Steeves murdered for spite by liquor dealers or agents after being used as a spotter to bag evidence against kitchen bars. Steeves was killed on a logging road near Falmouth with skull crushed and throat cut, missing money watch and teeth. Cole, his Hillsboro contact, reported they worked for Sheriff Pennell. a neighbor denounced the task as dirty and they were discharged.
