Indignant explainer on civil service order and postal telegraph tangle
In Washington April 23 a wrap of questions covers Senator Hoars Worcester hearing and a Senate rebuke by Senator West over the public building site dispute. The civil service commission order on filing eligible lists is clarified as routine, not new, with calls to centralize marking of exam papers. The postal telegraph bill sparks jurisdiction fights between commerce and post offices committees as tactics unfold. Chief Justice Bingham rules on a tax sale mandamus, and nominations and Army command shifts are noted alongside talk of General Banks potentially entering Congress.
